Murat Belge in Birikim notes that Tayyip Erdoğan has made an alliance with the military, but he asks if this also means that there’s an agreement between the president and the generals. An agreement means that those who have made it decide to abandon defending at least some of the things they respectively believe in. It doesn’t mean that two sides have come to share the same views, only that they have created a basis that allows for them to co-exist side by side. I’m of the opinion that Tayyip Erdoğan believes that he has reached such an “agreement” with the Armed Forces, or more correctly with its current high command. At the same time, I’m of the opinion that this is not an “agreement.” Above all, Tayyip Erdoğan himself hasn’t changed his mind about anything. But there can still be “common goals,” as for instance the present Kurdish policy. On this point they have met. Moreover, the stance toward Europe also seems to present a potential point of convergence. If the stance of the military is still the same as it was during the 1990’s, then this means that the military is against the EU. And Tayyip Erdoğan has no sympathy toward the EU. To sum, my opinion is that there is no “agreement” between the Armed forces and Tayyip Erdoğan regarding certain principles, but that there is a “cease-fire.” Every cease-fire has the potential of evolve into an agreement, and that can very well happen. However, this is not going to be an agreement about respecting the principles of democracy and on paving the way for democratization. That much can be predicted today.

The outsize personality of President Erdoğan obscures the systemic dynamics that sustain his exercise of power. Erdoğan’s push for an executive presidency corresponds to the “logic” of Turkish state power. Erdoğan’s personal ambitions and raison d’état coincide to reinforce authoritarianism. Ultimately, democracy in Turkey is crippled because no major political force, representing the Turkish majority, challenges the dominant mentality that holds that the survival of the state requires the checking of ethnic and cultural diversity.

The Turkish military has no known intention to intervene in the political decision-making process. However, the military has retained a capacity to do so - both by means of its continued role in security policy making and its relative institutional autonomy. The extent of any military involvement in politics will largely depend on how the Kurdish issue is handled by the government. But it is still highly unlikely that any such involvement will take the form of a direct intervention.
Sezin Öney in Taraf calls it a “paradox of Turkey” that a country which has during its history been so obsessed with being split along ethnic lines pursues policies that open the doors wide for such a split. We witness the operations of the police and gendarmerie since August 2015 and of the Turkish armed forces since November 2015 in Cizre, Sur and Silopi; by now, Silopi has been “cleansed,” as the military jargon that dominates Turkey has it. Not a finger has been lifted to help heal the wounds of the civilians who have been forced to migrate from the area. However, these military operations are like blowing up the whole building with a nuclear weapon because you think some of the neighbors whom you don’t quite like are being disturbing. Let’s ask those who deem excess military violence a “necessity of war;” is there going to be any security left in a society and a country in which hundreds of thousands of people have been displaced?
