Turkey supports Ukraine’s territorial integrity and has supplied Kyiv with large amounts of weapons, yet at the same time it does not want to sever ties with Russia. On the contrary, Turkey has significantly increased its trade exchange with Russia and faces Western accusations that its commercial ties help fuel the Russian war effort. However, trade cooperation with Russia remains crucial for Turkey and the country is unlikely to change course.

Turkey’s active, military and diplomatic involvement in the recent Azerbaijan-Armenia border clashes has sent a strong signal to both Armenia and Russia that Turkey will not remain passive and quietly acquiesce to any attempt to destabilize Azerbaijan. At stake is not only Turkey’s standing in Azerbaijan, arguably its closest international partner, but equally its energy safety and its wider, Central Asian political and economic ambitions. The Turkish intervention in defense of Azerbaijan is an unmistakable political warning that multiple actors will be involved in a possible escalation by Armenia of its conflict with Azerbaijan. In this sense, it serves as a guarantee for long-term stability and security in the south Caucasus. Reasonably, Armenia will have been permanently discouraged from seeking any further confrontation with Azerbaijan.

Last year, Turkey was the fastest growing economy among the G20 countries. Now it is going through a severe currency crisis. The lira has lost more than 40 percent against the US dollar this year. A recession is at the door. President Recep Tayyip Erdoğan accuses the United States of waging economic 'war' against Turkey and has threatened to ‘look for new allies’. Yet Turkey has no alternative to Western capital, and will sooner or later going to have to do whatever it takes to restore the confidence of Western investors.
